本報時評--查金流放狠話，又拿台商出氣

隨著地方選舉的選情吃緊，蔡政府近來以防制洗錢之名，透過公股銀行查核兩岸匯兌，並嚴審大陸台商資金往來。民進黨這些動作，顯然是在防範台商捐款給國民黨，卻也暴露以政治手段來干擾兩岸金融往來。

國民黨立院黨團日前抨擊民進黨打造「金融東廠」，蔡政府並未發布相關法令，公股銀行卻宣稱打擊洗錢，掌控台商金流，嚴審兩岸匯款，還要出示憑證，由銀行決定是否放行，否則禁止匯出匯入，具有高度針對性。

對此，陸委會主委陳明通辯稱，今年兩岸金融往來穩定成長，沒有限縮情形，有關防制與打擊洗錢措施，則是依據國際規範，並無特定政治意圖，絶無以防杜境外資金影響年底選舉之名，變相政治嚴查台商金流情事。

問題是，蔡政府所謂依據國際規範防制洗錢之作為，舉凡核對資金往來、匯兌憑證等，都是以大陸台商為對象，檢查金融匯兌地點也僅有大陸，並非全球各地，也不是從事對外貿易的所有商家，根本是「量身訂做」。

更重要的是，防杜洗錢本是蔡政府一項常態工作，由金融、法務等相關部門負責執行，豈有在選舉前一兩個月，由不具公權力的公股銀行出手，對大陸台商的兩岸金流要求提供比對資料，銀行再決定是否放行匯兌之理？

究其原委，蔡政府相關部門不出面，交由公股銀行代為打理，無非是以銀行按照防制與打擊洗錢等作業程序，達到對台商兩岸金流實質掌控的目的。當然，也想避開外界對民進黨政治干預兩岸金融往來的批評。

除了對兩岸金流的掌控之外，蔡政府另一招就是放話恫嚇，指稱某候選人有大陸資金奧援，檢調單位已掌握線索，正在積極偵辦中。例如，調查局長呂文忠近日特別接受親綠媒體專訪，所談的重點就在大陸金援特定候選人。

其實，蔡英文、賴清德等蔡政府高層到各地輔選時，一再放話指稱大陸介入此次地方選舉，大陸對特定候選人提供資金援助等，刻意營造所謂紅色威脅的氛圍。呂文忠的談話，則是提出「證據」，進一步強化其效果。

由於各地選情欠佳，民進黨企圖逆轉勝，必然困獸猶鬥，不擇手段。掌控台商兩岸金流，著眼於切斷國民黨的金援；放話大陸介入、金援某候選人，則是想扣對手紅帽子，依舊是玩弄「反中牌」的伎倆。

民進黨這些套路，對鞏固深綠基本盤，或仍有其若干效果。然而，從最近幾次民調顯示，年輕、中壯等年齡層的選民，已開始轉換其投票行為，不再是看到綠色就投票下去，而與過去有不一樣的考量。

尤其，蔡政府上台後，說要維持兩岸往來，確保台商利益；一到選舉關頭，就弄成「紅影幢幢」，台商又被打壓，更讓人了解民進黨是「選舉第一」、「政治至上」，民眾權益、兩岸交流是籌碼，隨時可以被犧牲的。
