關閉ATP…台鐵11年前就曾害5命

台鐵普悠瑪昨（21）日發生嚴重翻覆意外，造成18人死亡、187人受傷，為台鐵近年來最慘重的事故之一，肇事原因疑似是列車超速所致，因此外界現在懷疑列車的自動防護系統（ATP）可能遭人為關閉才會釀禍。其實2007年時台鐵就曾發生過駕駛關閉ATP，導致電氣機車頭失速撞上區間車，害死5條人命的悲劇。

事實上，11年前就曾有駕駛因為關閉ATP系統，導致發生嚴重事故的事件。據悉，當時一輛電氣機車頭駕駛正在做測試，不過因為ATP系統故障，對測試造成困擾，因此他擅自將系統關閉，之後還在限速75公里的軌道上，以時速90公里的速度前進，甚至在視線不良或誤判號誌的情形下「冒進」，最後導致在頭城鎮大里站煞車不及，不慎撞上一輛等待自強號通過的區間車，造成乘客5人死亡、17人輕重傷。（編輯：朱祖儀）

麻疹疫情延燒 衛部判：不會擴大
【台灣醒報記者譚有勝台北報導】針對虎航麻疹疫情，衛福部19日指出，累計至今麻疹病例已有18例，其中確診者已增至12人，6人為境外移入者。但衛福部評估，疫情已受控制，不至於有大規模疫情發生。衛福部提醒，因麻疹與感冒症狀相似，且傳染力強，若民眾有類似感冒症狀，應盡速就醫，並完成麻疹疫苗接種，以提高麻疹防護能力。
虎航麻疹疫情擴大，行政院19日臨時動議請衛福部部長陳時中報告最新狀況。行政院發言人徐國勇於會後轉述，今年我國累計麻疹病例已有18例，其中境外移入者有6人，其中1人又於國內傳染12人，接觸者增至2978人。
由於麻疹傳染力甚強，可經由人與人接觸、空氣、飛沫傳播，不論境外移入、國內傳染或再擴散予他國人民都有可能會發生。但衛福部目前評估，「不至於有大規模疫情發生」，政府也會持續嚴密掌控疫情發展。
衛福部指出，麻疹初期症狀與感冒相似，在出疹前後4天都容易傳染他人。因此，若國人有類似感冒症狀，應佩戴口罩就醫，並主動告知醫師旅遊史，且國人應盡速完成而麻疹、腮腺炎、德國麻疹(MMR)混合疫苗，以提高免疫系統保護能力。
賴清德也特別裁示，航空公司之機組人員及旅行業之導遊都是麻疹傳播風險對象，交通部與衛福部必須配合強化邊境管制防疫工作，加強督導所轄相關業者落實麻疹個案管理、接觸者員工之健康監測，並提醒旅客注意個人防護事項。
此外，因此次國人赴國外感染麻疹，導致疫情擴散，甚至影響他國。我國也期盼爭取參與世衛組織活動，以應對國際疫情擴散，提早採取防範措施。
